摘要
基于国家生态红线底线保护理论,该文以山西省高平市为研究载体,构建三级生态保护体系。针对区域自然环境特征,从生态敏感性与生态系统服务重要性两方面入手建立了生态保护重要性指标体系;运用RS和GIS技术及生态指标单因子、综合因子模型定量法,基于网格系统实现各层指标定量结果的可视化空间表达;最后依据主导生态功能定位、生态保护优先原则,将全域区划为生态保护红线区、黄线区、绿线区三级(10个区划单元),并明确各级生态保护重点和要求。结果表明区划定位的生态功能、空间分布及范围与该市生态环境现状基本相符,说明所建立的指标体系和与相应的技术方法是可行的,为该市禁止性、限制性和鼓励建设区域的合理规划提供科学的指导,同时为其他地区的生态保护实践提供参考。
The research is devoted to the setting-up of a three-level ecological conservation system in the case of Gaoping City, Shanxi Province based on the theory of ecological protection red line. In this paper, the index system regarding the importance of ecological conservation was established from the perspectives of ecological sensitivity and the importance of ecosystem services according to the characteristics of regional natural environment; and by applying RS and GIS technology and the quantitative models of ecological index, the visualization spatial expression of the quantitative results of index factor in each layer based on the space grid unit was realized. Finally, the study area as a whole was divided into regions with three levels, i.e., the red line region, yellow line region and green line region consisting of a total of ten zones, and the key points and requirements for each of the conservation regions were in accordance with the principles of the dominant ecological function orientation and ecological conservation as a priority. In conclusion, the research showed that the ecological function, spatial distribution and scope of the localization basically consistent with the eco-environment status-quo of the City, suggesting the feasibility of the index systems and models that had been established. Results of the research could be expected to provide a scientific guidance for the City' s rational planning in which the regions for development in terms of the prohibited, restricted or encouraged were delineated, and meanwhile the references for practicing of ecological conservation in other areas.
