创新政策影响评估:基于全过程的系统性组合径路——以瑞典国家创新署为考察对象

Impact Evaluation on Innovation Policy Based on Systematic Joint Approach of Evaluation

文章以创新投入政策为切入点,通过分析和总结后认为,创新型国家瑞典的创新政策影响评估取得一定的成功,是在于建立了以下工作机制,即拓展创新署进行影响研究和评估的职能;开发一套基于全过程的影响评估的系统组合方法;设计影响评估应遵循的SMART标准。在此基础上针对国内的创新投入政策侧重点、加强创新影响研究与评估实践、重视创造影响评估的实施条件等方面进行启示性思考,为我国的创新政策评估与管理尝试提供有益借鉴,从而发挥影响评估在科技决策、资助管理、绩效考核、完善机制等方面的积极作用。

In the analyses on the innovation investment policy, it is found that the critical reason for the innovative country Sweden has achieved a certain success on the impact evaluation of innovation policy is the country established such working mechanism as expanding the function for VINNOVA in the research and evaluation of the impact, devel- oping a systematic joint approach of impact assessment based on the whole process, and designing the SMART stand ard which is applicable for the impact evaluation. On this basis, three issues that the emphasis of domestic innovation input policies, the strengthening of innovation impact research and evaluation practice, and the importance of creating the implementation conditions for impact assessment are discussed in this article, which could provide useful reference for China＇s innovation policy assessment and management attempt, and give full play to impact assessment in the fields like scientific and technological decision--making, funding management, performance assessment and mechanism im provement, and so on.
