"政令不畅"的问题可以归结为公共政策执行能力问题,这一问题在当代中国是相对突出的。文章从政策能力的层面对中国公共政策体系进行研究,深入到政策困境及其表现,并且从政策能力角度进行深入剖析和思考,以体系的肌理纵深切入,实现中国施政能力的全面提升,将有助于中国在社会发展中保持良好的政策制定、执行能力,平衡社会的各种利益,推动国家全面发展。

＂Incoherent government orders＂ is a reflection of the unsatisfactory capacity of public policy implementa- tion, which is relatively obvious in contemporary China. Therefore, in this article, China＇s public policy system is studied from the policy capacity to the policy predicament and the performance, and the analysis and conclusion are al so conducted on this ground. To realize the comprehensive improvement of China＇s governance ability by deeply pene- trating into the system will help China to maintain a sound ability in policy formulation and execution, to balance vari ous interests of the society and to promote the all round development of the country.
