优化营商环境的国内外典型做法及经验借鉴

近几年来,深化简政放权、放管结合、优化服务改革一直是党的十九大和十九届二中、三中全会部署的重点工作。加快"放管服"改革,优化营商环境成为世界各大经济体激烈竞争的重要抓手,也是中国各个地区适应经济全球化发展、对标国际一流城市发展水平的迫切需求。为更好贯彻落实中央决策部署、持续深化"放管服"改革,通过梳理国内外城市及地区的一些典型做法,同时结合河南省营商环境的现状,从优化高效透明的政务环境、营造综合成本适宜的产业发展环境、优化贸易投资环境和对标国际一流营商环境标准等四方面,研究提出相关政策建议,以期加快构建河南省开放型经济体系,促进经济高质量发展。

In recent years, reforms of streamlining administration and delegating power, combining delegation and management and optimizing the services are always important assignments which are deployed in the 19th National Congress of the Communist Party of China, the second and third plenary session of the 19th central committee. Accelerating the reforms of ＂delegation, management and service＂ and optimizing the business envi- ronment becomes the competitive key issue of the world＇s major economies, which also turns into the active de- mands of China, as China is adapting the economic global development and proceed its urban development learning the experiences of other international first-class cities. To better implement the central authorities＇ de- cisions and deepen sustainable reforms of ＂delegation, management and service＂, the researcher puts forward four policies and suggestions based on Henan＇s current situation which include the efficient and transparent government environment, the appropriate cost when providing industrial development environment, the conve- nient trade and investment environment and the international first-class level of urban development by analyzing some typical practices of cities and regions at home and abroad. These may help the quicker construct of Henan＇s open economic system and promote its high quality economic development.
