中日知识产权战略对比研究——战略主题、战略目标和政策工具

Comparison of Intellectual Property Strategy Between the China and Japan Based on the Strategy Topic,Strategy Target and Policy Tools

以中国和日本两国2002—2017年颁布的知识产权战略政策文件为研究样本,综合运用文本计量分析方法,从知识产权战略的主题、目标和政策工具对中日的知识产权战略展开深入全面地对比分析。结果表明:日本的知识产权战略更具有国际化视野和时代特征,其战略目标侧重于提高国际竞争力,引领世界知识产权发展,并积极利用新型技术完善知识产权体系;而中国的知识产权战略具备鲜明的中国特色,以政府战略指导作为知识产权强国建设的风向标,并将知识产权强国战略分解,形成引领型、特色型、支撑型的知识产权强省、强市、强县规划。中日两国在政策工具的运用上具备一定的差异性,日本倾向于政府协助作用,支撑内容产业,推进国际标准化战略,中国更倾向于政府战略指导作用,更好发挥政府部门的组织实施和保障作用。

The intellectual property strategy＇s themes, goals, and policies tools are used to conduct a comprehensive and comparative a nalysis of ChinaJapan intellectual property strategy based on the documents of intellectual property policies issued by China and Japan in the period of 20022017, by comprehensively using a policy bibliometric method. The results show that ： Japanese intellectual prop erty strategy has an international perspective and characteristics of the times, its strategic objectives focus on improving international competitiveness, leading the development of intellectual property in the world, and actively using new technologies to boost the intel lectual property system. While Chinese intellectual property strategy has distinctive Chinese characteristics, it is guided by the government＇s strategic guidance as the building of a strong intellectual property country, by decomposing the strategy into leading type, characteristic type, and supporting type for province, city and county. China and Japan have obvious differences in the use of policytools, Japan tends to assist the government, support the content industry, and promote international standardization strategies. While China is more inclined to emphasize the function of the government that guides the strategy and plays a better role in strategies＇ organiza tion, implementation and insurance.
