Problems and Countermeasures in the Structural Reform of Agricultural Supply Side in Hunan Province in the New Era

农业供给侧结构性改革不仅是湖南省社会主要矛盾转变的客观要求,也是缓解新时代社会主要矛盾的重要措施。湖南省农业供给侧结构性改革的重点是农业结构调整,以农业结构调整来保障全省农产品的有效供给。总结了湖南省农业供给侧结构性改革面临的问题主要包括高品质农产品供给不足、农业生态环境污染严重、农业人才匮乏、农业经营水平较低、农业融资乏力等,在系统分析上述问题成因的基础上,吸取中外农业供给侧结构性改革的经验,提出做好农产品提质增效工作、构建农业可持续发展机制、着力培育新型职业农民、促进农用地使用权制度改革、加大对农业信贷的支持等对策。

Agricultural supply-side structural reform is not only an objective requirement for the transformation of the main social contradictions in Hunan Province, but also an important measure to alleviate the major social contradictions in the new era. The key point of structural reform of agricultural supply side in Hunan Province is the adjustment of agricultural structure to ensure the effective supply of agricultural products in the whole province. This paper summarizes the problems faced by the structural reform of the agricultural supply side in Hunan Province, including the shortage of high-quality agricultural products, the serious pollution of the agricultural ecological environment, the shortage of agricultural talents, the low level of agricultural management, and the lack of agricultural fnancing and so on. On the basis of systematic analysis of the causes of the above problems, learn from the experience of structural reform of agricultural supply side in China and abroad. Some countermeasures are put forward, such as improving the quality and effciency of agricultural products, building a sustainable agricultural development mechanism, focusing on cultivating new professional farmers, promoting the reform of the land use right system, and increasing the support for agricultural credit.
