Building consensus on reform is necessary to precisely grasp the direction and principles ofreform as well as to reduce the resistance to reform, strengthen the impetus for reform and pool thecombined forces of reform. The consensus on reform is historic, relative, concrete and hierarchical.In order tobetter build consensus on reform, people are made to feel more secure in the reform. Democracy, especiallyconsultative democracy, should be used to promote consensus formation. Pilots should play a role inconsensus formation. People should be guided to view the risks and costs of reform correctly.
