摘要
近年来,我国飞行事业显著进步,对飞行人才的需求逐步扩大,但飞行员在当下中国仍旧是一种稀缺资源,飞行人才的培养方式成本高、见效慢,亟需创新和升级。另外,军民融合已然升级为国家战略。本文在军民融合的大背景下,分军航和民航,简要介绍了我国飞行人才的培养方式和历史脉络,分析并对比了国内外现有的飞行人才培养方式,指出我国现有培养方式有成本过高、训练条件不足、依赖国际培养、军民航资源不共享以及通航发展薄弱抑制人才发展等问题,最后给出将飞行人才培养市场化、适当开放空域和机场、培养空军预备役以及重视青少年航空教育等建议。
Great achievements have been made in Chinese aviation in recent years, which lays an increasing demand for aviation talents. But, pilots are in a short supply in China, owing to the high-cost and slow-reward training modes of aviation talent, which are in an urgent need of innovation and upgrading. What' s more, civil-military integration has ah'eady been raised to a national strategy. With regard to civil-military integration, this paper introduces the training modes and training history of Chinese civil and military aviation talents respectively, together with a comparison of training modes home and abroad. It also points out the weaknesses in emTent training modes, namely, excessively high training costs, insufficient training facilities, separate civil-military aviation resources, inadequate personnel promotion caused by inferior aviation development, as well as overrelianee on international training. Proposals are made concerning marketizing aviation talent training, partial opening of airspaces and airports, cultivation of reserve aviation talents, reforms of pilot recruitments and prioritizing adolescent training.
