China's Foreign Policy on Boundary and Ocean Affairs with Its Characteristics

在长期的边海外交实践中,我国总结的"以谈判协商解决争端、以开发合作减缓争议、以规则机制管控争议"的边海工作三原则,对于妥善解决边海问题、有效管控边海争议、打造和平稳定的周边环境起到重要作用。十八大以来,随着新时代中国特色大国外交新征程的开启,我国边海工作由安全为主向安全与合作并重转变、由陆地为主向陆海统筹转变、由规则执行者向规则制定者转变,边海工作取得系列举世瞩目的成就。未来我国边海形势仍将长期面临挑战和机遇并存的局面,需要准确把握边海工作在国家整体发展战略和安全战略中的定位,统筹协调好"机遇与挑战""安全与发展""维权与维稳"等辩证统一关系,通过推动互利务实合作增进政治安全互信,推动与各国构建利益共同体,在边海领域打造国际合作新亮点。

In the long period of China＇s diplomacy on boundary and ocean affairs, three principles in coping have been summed up： settling disputes upon negotiation, mitigating disputes upon cooperative development and controlling disputes upon institutions. The three principles have played an important role in properly solving boundary and oceans affairs, eftectively controlling boundary and oceans disputes and creating peaceful and stable peripheral environment. Since the 18th CPC National Congress, China＇s foreign policy on bound safety and cooperation, ary and ocean affairs has gradually evolved from safety first to equal attention to from land boMer first to cooMinated land and maritime development, from rule executor to rule maker. China＇s diplomacy on boundary and ocean Affairs has made great achievements. In the future the challenges and opportunities will continuously coexist in China＇s land and maritime boundary diplomacy, China should precisely position the land and maritime boundary diplomacy in national overall development strategy and security strategy, coordinate the dialectical relations between opportunities and challenges, security and development, safeguarding rights and maintaining stability, etc.. China should endeavor to increase mutual trust by further strengthening practical cooperation with neighboring countries, push the construction of interest community, and create new highlights of international cooperation in the work of land and maritime boundary diplomacy.
