摘要
本文按照分水原则、分水基数、生态用水等三个关键技术要素对涉及28个国家的17个跨界河流水量分配典型案例进行了统计分析,发现目前跨界河流水量分配实践中存在上下游水量分配不均、上游生态用水需求被忽略等突出问题,进而研究提出应建立一种空间均衡的跨界河流水量分配模式。
The study gives a involving 28 countries from the statistical and systematic analysis perspectives of allocation principles, of 17 typical water allocation cases calculation basis and ecological water demand. The study found a series of neglected issues from the existing theories and cases, such as theoretically or practically unbalanced water allocation between the upstream and downstream countries and neglected upstream ecological water need.
