跨界河流水量分配模式研究

本文按照分水原则、分水基数、生态用水等三个关键技术要素对涉及28个国家的17个跨界河流水量分配典型案例进行了统计分析,发现目前跨界河流水量分配实践中存在上下游水量分配不均、上游生态用水需求被忽略等突出问题,进而研究提出应建立一种空间均衡的跨界河流水量分配模式。
