The household responsibility system realized the historic change of rural land-use rights from ＂combination＂ to ＂division＂, and liberated rural productive forces. With the process of industrialization and urbanization, it was imperative to achieve the transformation of agricultural production to scale operation, and implement the rural land property system reform.
