我国与发达国家畜禽养殖业环保政策的比较研究

A Comparison Study on Environmental Policies for Livestock Rearing Industry between in China and in Developed Countries

针对畜禽养殖业规模化快速发展带来的严峻环境问题，系统梳理了2014年来我国畜禽养殖业环保政策；总结了欧美、日本等发达国家在畜禽养殖环保治理领域的政策经验；提出了转变污染物达标排放思路，完善畜禽养殖场建设环评内容和要求，引入综合养分管理理念，大力发展种养结合和强化畜禽养殖全过程管控等政策建议。

In view of the severe environmental problems brought by the rapid development of livestock rearing, the environmental policy for livestock rearing in China since 2014 was systematically reviewed, and relevant policy experience of some developed countries such as Europe＇s, the US and Japan in the fields of environmental governance was summarised. Finally, the policy suggestions were given on how to change ideas of pollutant compliant discharge, consummate the contents and requirements of environmental assessment for livestock rearing farms, introduce an integrated nutrition management concept, vigorously develop the combination of planting and animal breeding, strengthen the whole process management and control for livestock rearing, and etc.
