摘要
2003年6月至7月,英国开展了首次全国范围内的有关转基因作物及其商业化的全民讨论项目,名为"GM Nation?"。这一项目在英国境内得到了超过5万人的直接参与,在公众参与科学、公共风险管理等领域产生了深远的影响。然而中文语境中尚未出现对这一项目进行全面介绍与分析的学术论文。本文将从"GM Nation?"项目的背景与实践入手,进一步分析"GM Nation?"项目的具体特点以及在实施过程中出现的良性产出与不足。以期为我国在转基因或其他争议性科学议题领域内开展相似的公众讨论项目提供经验与借鉴。
During June 2003 and July 2003,the UK launched its first nationwide debate project on Genetically Modified crops and its commercialization,called"GM Nations?". This project has received more than 50 000 people's direct involvement in the UK and has made a profound impact on public engagement with science and public risk management. However,there are rare academic papers for the comprehensive introduction and analysis of this project in the Chinese context. This paper starts with the background of GM Nations,and further analyzes the specific characteristics of this project,and the benign outputs and deficiencies of this project appearing in the implementation process,in order to provide experience and lessons for the coming similar public debate projects in China in the field of Genetically Modified Food or other controversial scientific issues.
