摘要
自20世纪90年代中期以来,项目制开始成为我国中央政府调动基层政府积极性的常见形式,此时的项目制主要是借鉴市场竞争机制激活科层制,而作为项目承接载体的基层政府部门的运作策略受到较多研究关注。2007年之后,广东政府购买社工服务项目培育了社会工作服务机构这种新的承接载体,使社会服务领域的项目制出现了科层制外新的组织载体。以社工机构为例,分析了项目制下科层制和市场机制对社工机构"制度同形"的影响,以及社工机构在面对相同的制度环境时如何进行创新,逐步寻求差异化的发展方向。
The project mechanism has begun to become the common form for the central government tomobilize the enthusiasm of the grassroots government since the 1990s, which introduced the market competitionmechanism to activate the bureaucracy and the grassroots governments as the carriers received much researchattention. Since 2007, Social Work Organization (SWO) is fostered by government purchase social work serviceproject, which becomes the new carrier of project mechanisms besides the grassroots government in bureaucracymechanism. The paper analyses the influence of bureaucracy and market mechanism to the institutionalisomorphism of SWO, and how some SWOs innovate and seek differentiation development.
