Orderly Release of Electricity Plan and Response Strategy for Power Grid Enterprises

有序放开发用电计划是发电侧和售电侧改革的重要内容,对推进电力市场化改革具有重要意义。在回顾电力体制改革相关理论研究的基础上,对比分析国际电力市场改革经验,并对中国电力市场的现状进行了考察。最后,结合电网企业实际,从盈利空间、电网规划、电网运营和电网调度等4个方面解读有序放开发用电计划对电网企业的影响并据此提出应对建议。

The orderly release of electricity plan is the key section of electricity industry reform, and it is of great importance to electricity market reform. Based on the review of the theory researches on electricity industry reform, the current situation of electricity market reform in China is investigated by comparing with the developed countries. Then, combined with the reality of power grid enterprises, some suggestions are put forward from four aspects, that is, management strategy, power grid planning, power grid operation and power grid dispatching strategy.
