关于新时期中蒙经贸合作关系的再认识

Re-understanding of Sino-Mongolian Economic and Trade Cooperation in the New Era

作为中国的重要邻国,蒙古国既是东北亚区域合作的重要成员,也是"一带一路"沿线重要的节点国家。中蒙两国自1951年建立经济联系起,经贸合作先后经历了起步、萎缩、恢复和迅猛发展阶段。2014年起,中蒙两国建立和发展全面战略伙伴关系,中蒙关系进入了新时期。但由于近年来全球经济复苏缓慢,蒙古国经济发展放缓,中国对蒙古国有效需求不足,中蒙双边贸易额出现波动,中国对蒙直接投资减少。究其原因,除了受全球经济环境影响外,两国自身存在的问题也是制约中蒙经贸合作关系发展的重要因素。新时期,中蒙两国应在"一带一路"倡议背景下,加强基础设施建设,优化投资结构,深化重点产业合作,加强人文交流,促进中蒙经贸合作关系进一步发展。

As one of the major neighboring countries of China,Mongolia is not only the key member of the regional cooperation in Northeast Asia,but also an important node country along the"Belt and Road".The economic and trade cooperation between China and Mongolia has undergone periods of starting-up,shrinking,recovery and rapid development since the economic ties were built in 1951.With the establishment of a comprehensive strategic partnership in 2014,SinoMongolian bilateral relations entered a new era.Due to the slow recovery of the global economy,however,the economic development of Mongolia has slowed down in recent years,China's effective demand has become insufficient,the bilateral trade volume is fluctuating and China's direct investment to Mongolia has decreased.The global economic environment and problems of their own are the main factors which restrict the development of economic and trade cooperation between the two countries.In the context of the Belt and Road Initiative,China and Mongolia should promote further the economic and trade cooperation by strengthening infrastructure construction,deepening cooperation in key industries and enhancing cultural and educational exchanges.
