新时代“关键少数”头雁效应的形成对策研究

习近平强调全面从严治党必须严抓"关键少数",并提出"信念过硬、政治过硬、责任过硬、能力过硬、作风过硬"的标准及要求。现实中仍有部分"关键少数"不同程度存在"两面人"现象、官本位思想、"四风"回潮等问题。其原因在于理想信念不坚定、权力监督机制不健全、权责不统一等。对"关键少数"必须进一步加强理想信念教育,强化责任担当,加强权力制约和监督,加强作风建设,加强队伍建设等,使其发挥头雁作用,形成以上率下的"头雁效应",带动全党做好新时代的答卷人。

Therefore, the ＂key minority＂ must further strengthen the ideal and belief education, strengthen the responsibility, strengthen the power restriction and supervision, strengthen the construction of the style of work, and strengthen the construction of the team and so on, make it play the role of the head goose to form the ＂head-geese effect＂ under the above rate, thus spurring the whole party to be a good respondent to the new era.
