Research on Innovation of Drug Price Governance Mechanism——Commemorating the 40th anniversary of price reform

药品价格问题一直以来都是一个重要的民生问题和社会问题。本文通过梳理改革开放后的医药体制改革历程和药品价格治理阶段性成效,发现药品价格治理仍旧存在着低价药退出市场、监管体制碎片化、政府药品价格监管失灵等问题。本文建议深度开展药品公共政策创新、创新药品供给制度、构建中国特色多中心社会治理机制和创新利益均衡机制,推进新时代药品价格治理机制,为解决药品价格问题提供新思路。

The issue of drug prices has always been an important livelihood issue and social issue. By combing the reform process of the medical system after reform and opening up and the phased effect of drug price management, this paper finds that drug price governance still has problems such as low-cost drugs exiting the market, price control harming social welfare, fragmentation of regulatory system, and failure of government drug price supervision.. This paper proposes to carry out in-depth drug public policy innovation, innovative drug supply system, build a multi-center social governance mechanism with Chinese characteristics and innovative interest balance mechanism, promote the drug price governance mechanism in the new era, and provide new ideas for solving drug price problems.
