“一体两翼”人才管理体系的探索

摘要 建立现代企业人才管理机制是推进国有企业"三项"制度改革的必由之路。应从量化考核评价体系和岗位胜任力评估体系建设入手,有效识别对企业做出贡献的员工,推行人才储备金制度,激发人才干事创业热情;精准分析人才能力短板,针对性加强培训,快速提升人才能力;全面评估岗位匹配度,合理进行岗位调整,提高岗位配置效率。量化考核评价体系和岗位胜任力评估体系相互联系、相互融合、相互促进,形成人才管理有机整体,初步实现了人才评价数据化、能力评估模块化、人才管理系统化。 Establishing modern enterprise talent management mechanism is the only road to advance three in- stitutional reforms in SOEs. We should start with construction of quantitative assessment system and post competence evaluation system to effectively discern those employees who have made a contribution to their enterprise and pursue talent reserve system to stimulate the talents" work enthusiasm. We should analyze precisely talents'ability weakness and strengthen their targeted training to promote their ability. We should evaluate fully post matching rate and adjust rationally the post to improve the post configuration efficiency. Integration of quantitative assessment system with post competence evaluation system has made talent as- sessment digital, competence evaluation modularization and talent manazement systemization.
