住房公积金到底支持谁购了房?--住房公积金制度存续的微观证据

Who Is Encouraged to Purchase House by Housing Provident Fund?——Microscopic Evidence of Existence of Housing Provident Fund

本文利用湖北省三地775户城市居民的调查数据,在简单拓展Logit模型的基础上探讨了住房公积金对居民购房行为的影响,并从居民住房水平以及住房支付能力差异的角度,分析了公积金对居民购房作用的异质性。研究结果表明:(1)居民参与住房公积金制度对其购房产生了显著的正向影响,表明公积金在提升住房自有率方面发挥了不可或缺的作用。(2)无房户及居住简陋家庭参与公积金,显著地提升了住户的购房概率;但对住房投资人群的购房行为影响则不显著,表明公积金有助于解决居民住房问题以及改善居民的居住条件。(3)从住房支付能力来看,公积金确实促使了中间住房支付能力人群的购房,但对支付能力极低和极高人群的购房支持作用却不明显。

This paper uses the survey data of 775 urban residents in three places of Hubei Province to explore the impact of housing provident funds on residents＇ purchase behavior based on the simple expansion of Logit model. This paper also analyzes the different role of housing provident fund for residents from the perspective of housing standards and differences in housing affordability. The results of the study show that： （1） Residents＇ participation in the housing provident fund system has a significant positive impact on house purchases, indicating that the provident fund plays an indispensable role in increasing the house ownership rate. （2） It will increase the purchasing probability of non-housing households and poorly living households, but the impact on housing investors is not significant, indicating that the provident fund will help solve residential housing problems and improve living conditions. （3） From the perspective of housing affordability, the provident fund does promote the house purchase of people with medium-sized housing affordability, but it does not have a significant role in supporting the house purchase of those with extremely low ability to pay or extremely high ability to pay.
