在当前复杂多变的形势下,一些大学管理者对高教所存在的价值缺少正确认知,造成该机构出现了诸多问题。为寻求发展的"方向"和"尺度",必须对大学高教所的学术研究、思想引领、人才培养、决策咨询和成果交流等职能加以正确定位。在此基础上,从制度设计与策略选择的视角来思考大学高教所改革路径,不断促进其发展壮大,使之成为推动大学转型发展的重要力量。

In the present complex and changeable situation some university administrators lacka correct understanding of the value of higher education,which causes many problems in this institution.In order to seek the＂direction＂and ＂scale＂of development,it is necessary to position correctly the functions of university＇s higher education research institute,such as academic research,ideological guidance,personal training,decision-making consultation and exchange of results.On this basis,the development path of university＇s higher education research institute should be considered from the perspective of institutional design and strategy selection,so as constantly to promote development and growth,and make it an important force to drive the transformation and development of the university.
