Rural Land System Reform in Rural Revitalization

我国农村土地制度改革试点取得初步成效。完善农村土地制度需要解决的四个问题,一是农村集体土地征收问题,建立＂公共利益＂认定程序,明确农村集体土地征收范围,建立科学的征地补偿机制,规范农村集体土地征收程序;二是建立城乡统一的建设用地市场问题;三是完善宅基地管理使用制度问题;四是完善农村一二三产业融合发展的用地管理制度问题。

The pilot program in reforming China’s rural land system has made some progress.However,four major issues need to be addressed.The first is in collective land expropriation.To deal with this problem,collective interest confirmation procedure should be established,the expropriation scope should be specified,scientific expropriation compensation mechanism should be specified and the expropriation procedure should be standardized.The second is in forming a construction-land market that unifies urban and rural area.The third is in the improvement of the management and use system of homestead.And the last problem is in improving the management system of land used for industrial convergence development.
