摘要
工业园区在存量规划下如何实现产业转型升级是地方政府普遍面临的空间治理难题。浙江省绍兴市上虞区通过对镇区生活空间的拆违治理,基于存量规划形塑了工业园区的新空间格局,进而推动了产业的转型升级。具体而言,上虞区虽然面临着产业升级的压力,但政府面对工业园区存量规划空间内细碎化的产权,却面临着空间治权不足的困境;工业园区内的农民工多租住在镇区生活空间的违建房中,政府通过对镇区生活空间的拆违,直接瓦解了镇区内的房屋租赁市场,间接影响到了园区内企业的劳动雇佣关系,最终推动了工业园区的产业升级。该模式为空间利用秩序转型提供了新的视角与路径。
How to realize the transformation and upgra- ding of industrial parks under the stock planning is a difficult problem faced by local governments. Shangyu District, Shaox-ing, Zhejiang Province, through the demolition and violation of the living space in the town, shapes the new spatial pattern of the industrial park, and then promots the transformation and up- grading of the industry. In particular, although the Shangyu dis- trict is facing the pressure of industrial upgrading, the govern- ment is faced with the plight of the shortage of spatial governance in the space of the industrial park. The peasant workers in the industrial park are tenable in the illegal houses in the living space of the town, and the government has passed the demolition and violation of the living space of the town directly. The collapse of the housing rental market in the township area indirectly affects the labor employment relationship of the enterprises in the park, and finally promotes the industrial upgrading of the indus- trial park. This mode provides a new perspective and path for the transformation of space utilization order.
