社会救助瞄准与核对体系完善的途径——应用善治理论分析

善治是一种官民共治,是国家与社会的一种合作。善治离不开政府,更离不开公民。善治首先需要解决就是普通民众最为关心的问题。中国目前在解决社会救助工作中面临的问题时应强化"善治"理念,改善政府自身在社会救助对象瞄准中的不足,进一步提高社会救助对象瞄准的工作效率。根据"善治"理论与社会救助对象瞄准之间的契合性,可以得到社会救助瞄准与核对体系完善的途径和措施。

Good governance is a kind of cooperation between the government and the people, and it is a cooperation between the state and the society-. Good governance is inseparable from the government and even more inseparable from citizens. Therefore, the first thing that needs to be addressed is the problem that the ordinary people are most concerned about. At present, China should strengthen the concept of ＂good governance＂ in solving problems faced by social assistance work, improve the government＇s own shortcomings in the targeting of social assistance, and further improve the efficiency of social assistance targets. Through the theory- of good governance, this study studies the fit of the concept of ＂good governance＂ and the aim of social assistance, and analyzes the ways and measures for the improvement of social assistance targeting and verification system.
