协商民主实践评价指标的研究进展与反思

A Review of Researches on the Evaluation Indexes about the Practices of Deliberative Democracy

评价协商民主实践,是从关注协商民主理论与政策到关注协商民主实践及其绩效的体现,也是助力于各类协商主体民主协商素养提升、引导协商民主实践更加规范和有度有序有效的现实需要。要更好地评价协商民主实践,就必然要求一套评价指标。在我国特色社会主义协商民主建设与发展的特殊时代背景下,有必要在已有研究的基础上开发适合评价需要的指标体系。就社区协商来说,可以围绕"实践基础"、"协商活动"、"成果落实"、"综合效益"四个方面开展进一步的研究。

Evaluating the practices of deliberative democracy means we not only pay- attention to the theory and policy of delibera- tive democracy, but also relevant practice and its performanee. And the evaluation mentioned above can make a significant contribution to all participants＇ deliberative accomplishments, then make the public deliberation work more efficiently. With the purpose of better e- valuation, it is necessary to form a set of indexes. This paper puts an emphasis on reviewing about the existing researches, and points out that a set of indexes with Chinese characteristics must be constructed. In the last part, the article gives some advice on constructing the indexes of the community deliberation level in four dimensions, namely, ＂fundamental conditions＂, ＂deliberation procedures＂, ＂imple- mentation of results＂ and ＂comprehensive benefits＂.
