Construction of Early Warning Mechanism of China-Central Asian Foreign Trade Intellectual Property Under the Background of the Belt and Road Initiative

"一带一路"倡议的提出促进了中国-中亚区域合作的成熟与发展,随着双边贸易激增,对知识产权预警提出了新的需求。为探索建立中国-中亚对外贸易知识产权预警机制,有效防范和应对在未来将出现的知识产权纠纷,对中亚五国知识产权现状进行了研究。依据其所呈现的特殊性,归纳了中国-中亚知识产权预警机制构建的基本原则,并提出了包括制度构建、平台搭建、保障体系和运行模式四大板块,涵盖信息搜集分析评价、评估预警、导航运营三个步骤的预警机制构建设想。

The proposal of ＂the Belt and Road＂ promoted the maturity and development of China - Central Asia regional coopera- tion. With the rapid growth of bilateral trade, a new demand for early warning of intellectual property rights was put forward. In order to explore the early warning meehanism of intellectual property rights in China - Central Asia foreign trade, effective prevention and re- sponse to the future of intellectual property rights disputes, the present situation of intellectual property rights in five Central Asian countries is studied. According to its particularity, the basic principles of building the early warning mechanism of intellectual property in China and Central Asia are summarized. It is necessary- to put forward the idea of constructing early warning mechanism flint includes mode,as well as three steps for information collection analysis, evaluation, early warning and navigation operation.
