中国PPP现状与发展趋势研究

Research on Current Situation and Development Tendency of PPP of China

首先结合中国PPP实践界定PPP概念,分析了中国PPP项目类型及其发展的三个阶段,然后参考PPP模式发展成熟度模型,对PPP模式在中国的成熟度从法律法规、管理机构和公众参与三个维度进行分析评价,认为中国PPP模式成熟度还处于初级水平,但在不断发展中。文后,为我国PPP模式发展提出了建议。

This paper firstly defines the concept of PPP in combination with China’s practice of PPP,analyzes the types of PPP projects as well as three stages of their development,and then analyzes and evaluates the maturity of PPP model in China from laws and regulations,management organization,and public participation,three dimensions by referring to PPP model development maturity model,holding that China’s PPP model is still in initial stage of maturity,but it is developing.Finally,this paper gives suggestions on development of China’s PPP model.
