中国疾病预防控制中心“十二五”期间主持传染病重大专项课题情况分析

Analysis of National Scientific and Technological Major Projects in infectious disease presided by Chinese Center for Disease Control and Prevention during the period of the 12th Five-Year Plan

目的了解中国疾病预防控制中心(简称中国疾控中心)"十二五"期间主持传染病重大专项课题的方向、参加单位、参加研究人员、申请/获准专利和研制/完成技术标准等情况,客观评价该疾控中心在传染病重大专项科研工作方面的优势、特点和制约因素,为完善科研能力提出建议。方法筛选中国疾控中心"十二五"期间主持传染病重大专项课题相关信息和数据资料并进行总结和分析。结果中国疾控中心"十二五"期间主持传染病重大专项课题在能力建设项目中获得的课题数和经费数都是最多,参与单位以事业单位为主,其中与医疗机构合作不多,与企业的合作更少;项目参加单位较多,投入人力资源充足;课题产出以申请国内专利为主,国外专利较少;多个课题的成果涉及国家或行业标准的制定或完善。结论中国疾控中心"十二五"期间主持传染病重大专项课题投入大量的人力,取得的科技成果为国家政策调整提供科技支撑。建议进一步加强与医疗机构的科研合作,加强成果的转化应用,增加新发传染病发病机制等应用基础性研究,进一步提高原始创新能力。

Objects To understand the direction,cooperative institutions,human resource,application/granted patents,developed/completed technical standards and related information on National Scientific and Technological Major Projects in infectious disease presided by Chinese Center for Disease Control and Prevention（ CDC） during the 12 th Five-Year Plan,objective evaluate the advantages,characteristics and limited factors of infectious disease study projects in the Chinese CDC,enhance the capability of scientific research and provide suggestions for technology development during the 12 th Five-Year Plan. Methods The data resource on National Scientific and Technological Major Projects in infectious disease presided by Chinese CDC were reviewed and analyzed during the 12 th Five-Year Plan. Results During the period of the 12 th Five-Year Plan,the programs on capacity construction had received the most of projects and research funds among National Scientific and Technological Major Projects presided by the Chinese CDC,most cooperated with the public institutions,but less with medical institutions,even less with private company; there were many institutions participant in the projects and adequate human resources; the output of projects mainly applied into domestic patents,less into international patents; the results of many projects involved the formulation and improvement of national or industry standards. Conclusion National Scientific and Technological Major Projects in infectious disease presided by Chinese CDC invested enough human resource,the research achievements provided scientific supports for national policy and strategy. It is suggested to strengthen the cooperation with medical institutions,speed up the transformation of science and technology achievements,increase the application base research of new emerge infectious disease invoke mechanism and rise the original innovative ability.
