中国省市两级疾控机构创新转型发展的思考

在十九大和健康中国战略的大背景下,探讨当前省市两级疾控机构面临的挑战和机遇。疾控机构发展不全面、不协调的现象比较突出,公共卫生服务不适应人民群众日益增长的健康需求的矛盾仍比较严重,疾控机构在外部环境、机构职能定位、资金投入机制、人才队伍建设和科技成果转化等方面还存在诸多现实困境。此外,针对如何实现新时代疾控机构创新发展和转型升级,从争取政府支持、强化机构能力建设及提升管理服务水平等方面提出相应的发展路径和对策。顺应新时代卫生与健康方针,疾控机构实现创新转型发展任重道远,只有直面疾控机构发展过程中出现的各项难题,突破发展瓶颈,提升自身能力,以人民健康为中心,才能推动公共健康事业进一步发展。

Under the background of the strategy of the 19 th National Congress of CPC and healthy China strategy,it explored the challenges and opportunities in Centers for Disease Prevention and Control at the current provinces and cities. The phenomenon of incomplete and incongruous development stood out. The contradiction between public health services and the growing health needs of the people was more serious. There were many practical difficulties in the external environment,the position of the organization function,the mechanism of capital investment,the construction of the talent team and the transformation of scientific and technological achievements. In addition,how to realize the innovative development and transformation of CDC in the new era,it put forward the corresponding development path and countermeasures from the aspects of striving for government support,strengthening the construction of institutional capacity and improving the level of management service.Conforming to the policy of health and health of the party in the new era,it is a long way for CDC to realize the innovation transformation and development. Only facing the problems,breaking through the bottleneck of development,improving the ability of CDC and taking the people＇s health as the center,it can promote the further development of public health.
