互联网医疗企业发展与监管现状分析

目的分析互联网医疗企业发展现状,找出风险关键点,促进并规范互联网医疗卫生监督执法工作。方法采用资料分析和观察调查法相结合的方式,获取互联网医疗企业机构基本情况。结果互联网医疗企业平台运行模式主要有网页、APP和微信公众号等,三者分别占75%、65%和55%;互联网医疗企业主要提供预约、咨询、转诊、远程会诊、诊疗等服务;综合平台和线上平台均开展内外妇儿等常见诊疗科目,综合平台开展的项目尤为繁多;目前互联网医疗企业提供诊疗服务的方式主要以在线图文为主,占48%;互联网医疗APP的客户端使用记录保存在后台数据库,而这些大型云存储服务器安全防护级别高。结论互联网医疗企业平台中涉及的执业行为存在诸多漏洞,运行模式和诊疗方式多样化增加监管难度,互联网医疗服务中承担责任的主体须明确,互联网医疗服务监管依赖技术手段,应尽快出台互联网医疗监管专门法律、法规及电子数据证据取证工作的相关规定或指导意见。

Objective To analyze the development status of Internet medical enterprises and find out the key points of risk,promote and regulate the health supervision law enforcement of Internet medical. Methods By means of data analysis and observation,the basic situation of Internet medical institutions was obtained. Results The operation mode of Internet medical enterprise platform mainly included webpage,APP and Wechat public address,accounting for 75%,65% and 55% respectively. Internet medical enterprises mainly provided appointment,consultation,referral,remote consultation,diagnosis and treatment services; the comprehensive platform and online platform both carried out common clinical subjects such as internal and external gynecology; the comprehensive platform carried out a variety of projects. At present,Internet medical enterprises provided diagnosis and treatment services mainly in online graphic and essay questions,accounting for 48%. The client used record of Internet medical APP was saved in the background database,these large cloud storage server groups had a high level of security protection. Conclusion There are many loopholes in the practice behaviors involved in Internet medical enterprise platform,diversification of operation mode and treatment mode make it more difficult to regulate,the main body of responsibility in Internet medical service should be clear. Internet medical service supervision depends on technical means. The relevant regulations or guidance of the special laws and regulations on Internet medical supervision and the evidence collection of electronic data should be introduced as soon as possible.
