江苏省设区市疾控中心信息化建设现状分析

Analysis on the Status of the Informatization Construction of Municipal Disease Control and Prevention Centers(CDCs) in Jiangsu Province

目的评价全省13个设区市疾控中心2016年信息化建设状况。明确评价指标的合理性、科学性和可操作性。分析市级疾控机构信息化进程中存在的问题,为推进市级疾控机构信息化建设提供决策依据。方法根据全省设区市疾病预防控制中心2016年规范化建设综合评价中信息化建设评估量表指标进行分析。结果13个设区市疾控中心平均得分66.9分,其中基础设施、信息安全建设和运维管理类别平均得分率分别为84.8%、73.9%和64.2%;业务系统和指导基层类别平均得分率41.2%和53.2%;28个评价指标中4项评价指标得满分,12项评价指标的平均得分率低于60%。结论全省13个设区市疾控中心信息化建设水平整体处于较低水平,设区市之间发展不均衡,业务系统和指导基层完成情况较差,亟待改进。信息化建设水平受当地经济发展水平影响较大。建议当地政府给予重视,增加信息化建设专项投入,尽快提升信息化建设整体水平。

Objective To evaluate the status of the informatization construction of thirteen municipal disease control and prevention centers（CDCs） of 2016 in Jiangsu Province, and evaluate the rationality, scientificity and maneuverability of evaluation index. To address the problems referring to informatization process of these CDCs and provide decision-making support in facilitating their informatization construction.Methods We analyzed the assessment scales of informatization construction according to the indicators in comprehensive evaluation of normalized construction of these CDCs in 2016. Results The average score of thirteen CDCs was 66.9 points, and the value of the infrastructure, information security construction, and operational management was 84.8 %, 73.9 %, and 64.2 %, respectively, while the operational systems and guidance categories in grass roots level were 41.2 % and 53.2 %, respectively. In addition, four indexes of total twenty-eight were full mark, and the average of the twelve indexes were less than 60%.Conclusion The general situation of the informatization construction of these thirteen CDCs are still in low profile. Moreover, the uneven development among these CDCs were clearly observed, poor completion of routine business system and grassroots guidance were stated as well, which need to address promptly. Additionally, since the level of information construction is greatly influenced by the local economy, it is suggested that the local government should pay close attention on it, increase the special investment, and improve the overall level of information construction as soon as possible.
