区域“双创”政策工具的构成比较及实施效果评估——以福建省为例

Composition Comparison and Effect Evaluation of Implementing Regional “Mass Entrepreneurship and Innovation”Policy Tools——Take Fujian Province as an Example

以福建省为例,收集整理其2015—2016年的"双创"政策文件,运用社会网络分析法对区域供给型、环境型、需求型三类政策工具的构成特点进行文本挖掘和比较分析,并通过实地访谈探究其实施效果。研究表明:"双创"政策工具经分类后,可被虚拟化为社会网络中的虚拟行动者,并由此构造出行动者关系矩阵,绘制出政策图谱对其构成特点加以分析;"双创"政策工具在使用频次上存在一定差异,政策工具间的关联度、系统性亦有待提升。

Taking Fujian province as an example, this paper has applied social network analysis and interview methods to makes text mining and comparative analysis about the composition characteristics of three types of policy tools, namely, regional supply - oriented, environment - oriented and demand - oriented. On- the- spot interviews have also been carried out to explore its implementation effect. The research results show that after the regional ＂Mass Entrepreneurship and Innovation＂ policy tools are classified, they can be further virtualized into virtual actors in the social network, and thus the relationship matrix between virtual actors in the policy network can be constructed, and various policy maps can be drawn to analyze their constituent characteristics. Furthermore, there are some differences in the frequency of the use of policy tools, so the relevance and systematicness between policy tools need to be improved.
