国家级新区法治政府建设的顶层设计

Research on the Top-Level Design of Law-Based Government Building in State-Level New Areas

新时代国家级新区法治政府建设具有高度的政治站位,处于关键的法治方位。深入开展国家级新区法治政府建设应确立并围绕"国家级新区+法治政府建设"的核心命题,遵循把握定位、突出特色、先行先试等基本要求,秉持以增进人民福祉为使命初心、以共建共治共享为目标格局、以法治先行先试为推进抓手等基本理念。国家级新区法治政府建设顶层设计可从总体要求、全面贯彻落实赋权决定、依法全面履行政府职能等十个方面具体展开。当务之急包括成立领导小组、健全职能机构、编制实施规划等十个方面。要以加强国家级新区法治政府建设为契机,为新区法治建设、区域法治发展和法治中国建设作出应有贡献。

In the new era, the law-based government building in state-level new areas has high politicalposition and is in the key position of the rule of law. We should establish and adhere to the core proposition of ＂ state-level new areas ＋ law-based government building＂ , following the basic requirements such as positioning, highlighting the features and priority to carry and try, while implementing the essential concepts such asimproving people＇s well-being as our mission, taking co-construction and common governance as our goal,and giving priority to carry and try in the rule of law as our focus. The top-level design for the law-based government building in state-level new areas can be carried out in ten specific aspects, including the overall requirements, the full implementation of the decision on empowerment and the full performance of governmentfunctions in accordance with the law. The most urgent task is to set up a leading group, improve functional organization and draw up implementation plan. We should take the opportunity of the law -based governmentbuilding in state-level new areas and make due contributions to the construction under the rule of law, the development of regional rule of law and the construction of China under the rule of law.
