中国西部特色小镇建设现状及发展研究

Research on the Current Status and Basic Judgment of the Futuredevelopment of Small Towns with Chinese Western Characteristic in Western China

分析我国西部特色小镇的发展现状、面临的挑战以及未来发展基本判断,以便推进我国西部特色小镇发展,加快新型城镇化进程。主要采用理论分析与实证研究相结合的方法。通过查阅文献,从特色小镇发展政策制定、发展类型2个方面切入,总结出我国西部特色小镇建设处于起步阶段,揭示了其建设发展面临的问题与挑战,并提出了建设发展的战略与对策。中国西部地区各省市均能提出比较全面而具体的指导意见,特色小镇建设开始呈现出多样性发展趋势,但西部地区存在发展基础薄弱、投资环境较差、人力资源匮乏、思想观念落后等区情差距。提出打造西部地区特色小镇,需要依托已有基础,发挥比较优势;立足县域现状,优化城镇空间组织;夯实企业主体,促进传统产业升级;强化科技支撑,提升发展效益;彰显文化魅力,提升发展品位。

This paper analyzes the development status, challengesand basic judgment of the Western characteristic towns in order toadvance the development of the Western characteristic towns andaccelerate the new urbanization process. It mainly uses the methodof combining theoretical analysis with empirical research. Throughconsulting the literature, from the development policy of characteristictowns and development types, this paper summarizes that theconstruction of characteristic towns in western China is in its initialstage, reveals the problems and challenges it faces in construction anddevelopment, and puts forward strategies and countermeasures forconstruction and development. All provinces and cities in westernChina can put forward more comprehensive and specific guidance,characteristic town construction began to show the development trendof diversity, but the western region has weak development base, poorinvestment environment, lack of human resources, backward ideasand other regional situation gap. It is proposed to build a small town with characteristics in the western region, which needs to rely onexisting foundations and exert comparative advantages; Based on thepresent situation of the county, optimize the urban space organization;Compaction the main body of the enterprise and promote theupgrading of traditional industries; Strengthen the support of scienceand technology to enhance development benefits; Demonstrate culturalcharm and enhance the development of taste.
