摘要
习近平新时代干部考核评价观是习近平在继承马克思主义干部素养和评价思想以及中国共产党干部考评工作经验的基础上,结合新时代实践得出的科学结论。习近平基于新时代党情国情不仅阐明了推进干部考核评价工作的内在动因,而且对新时代干部考核评价的主体架构、内容体系和运作程序等亦进行了深化拓展,在理论和实践上对新时代干部考核评价中"谁来考评""考评什么""如何考评"等相关命题作出了创新性解答。习近平新时代干部考核评价观具有内蕴多重辩证特性。以习近平新时代干部考核评价观为指导,当前应进一步形成多元参与机制、动态嵌入机制、指标筛选机制和公开透明机制,以推进新时代干部考核评价工作实践深化发展。
Xi Jinping’s cadre assessment thought in the new era is the scientific conclusion drawn by Xi Jinping on the basis of inheriting the Marxist cadre quality and evaluation thought and the experience of cadre assessment work of the Chinese Communist Party, combined with the practice of the new era. Xi Jinping not only clarified the internal motivations that advanced the assessment evaluation of cadres based on the conditions of national and party conditions in the new era, but also deepened the main structure, content system and operational procedures of the assessment of cadres in the new era,who made innovative answers on 'who assess', 'what assess' and 'how to assess' of cadre assessment work in the new era from theory and practice sides. Xi Jinping’s new era cadre assessment thought has multiple dialectical characteristics. Under the guidance of Xi Jinping’s new cadre assessment thought, it is necessary to further form a multi-participation mechanism,a dynamic embedding mechanism, an indicator screening mechanism, and an open and transparent mechanism to promote the development of cadres in the new era.
