社会工作参与社会治理精细化的探索——以Z社区青年汇为例

Research on Social Work Participates in Refinement of Social Governance——Take Z Youth Community as an Example

当前,我国社工机构和社会工作者面临着居民个性化需求日益增长和自身专业化程度不高、多元化差别化服务尚未形成的矛盾困境,导致出现社会工作服务滞后于社会发展要求的局面。精细化治理是社会治理的基本趋势,也是破解这一难题的可行方法。Z社区青年汇在参与社区治理精细化的实践中,展示了服务对象精准化、资源统筹系统化、服务理念特色化和工作方法品牌化等精细化特征。其中,精准辨别是满足多元需求的前提,资源的系统性整合为个性化服务提供保障,特色服务理念为工作方法提供指导,工作方法品牌化是对理念特色的操作化践行,二者共同为社工机构差别化分化作贡献。但是,在提倡精细化治理的同时需要警惕对差别化创新和满足新奇需求的过度追求,从而忽略社会工作改善弱势群体的处境、实现公平正义的本质目标。我国社会工作的发展应始终注意基本需求和个性化需求的平衡与兼顾。

At present,social work institutions and social workers are faced with the contradiction and dilemma of the increasing demand of residents and the immaturity of their own specialization in China,which lead to social work services lag behind the requirements of social development.Refinement of governance is the basic trend of social governance.In the practice of refinement of community governance,Z youth community shows the refinement characteristics of service object precision,resource pooling and systematization,service concept specialization and work method branding.Among them,accurate identification of needs is the premise for social work to meet diverse needs;systematic integration of resources provides guarantee for personalized services;featured service philosophy provides guidance for methods;and branding methods is the practice of featured ideas.The latter two contribute to the differentiation of social work institutions.However,while advocating refinement of governance,it is necessary to be alert to excessive pursuit of innovation and novel needs,and ignore the essential goal of social work to improve the situation of vulnerable groups and achieve fairness and justice.The development of social work in China should always pay attention to the balance between basic needs and individual needs.
