本文主要研究了非英语国家外语教育政策与规划的八个焦点问题:语言学习时间的不足是否会导致语言政策的失败;本国外语教师培训的不足是否会影响语言政策的实施效果;外语教学资料是本土的好还是引进的好;现有的外语教学方法是否合适;外语教育政策是否具备连贯性;外语教育是否具备一定的语言规范性;国际援助的语言教育项目能否解决本国外语教育的根本问题;基础教育阶段实施早期外语教育是否科学。通过对语言政策和规划中存在的共性问题的分析,探讨其未来发展趋势,目的在于从新的高度和视角解释外语教育政策和规划的微妙性和复杂性,为我国外语教育政策与规划提供参考。

This paper focus on the 8 issues of foreign language education policy and planning of non-English-speaking countries. 1） Will lacking language learning time to the fail of LPP？ 2） Which teaching material is better, native or imported？ 4） Are the existing teaching methods appropriate？ 5） Are the foreign language education policies consistent？ 6） Does the existing LPP fit to language normalization？ 7） Can international language education projects solve the essential questions？ 8） Is early foreign language education scientific？ By analyzing these common issues, we can provide a reference to our national LPP.
