走向大数据治理:地方治理的政策工具创新趋势——基于多个经验性案例的考察

Towards Big Data Governance:The Innovation Trend of Policy Tools in Local Governance——A Study of Several Empirical Cases

大数据开启了政府治理的新时代,其划时代意义并不局限于宏观意义的政府治理层面,对于地方政府而言,利用大数据实现地方治理方式创新更具有探索性和实践先锋性意义。本文以政策工具理论为分析框架,解析地方政府大数据治理与政策工具创新的内在一致性。论文在引证和比对我国部分地方政府大数据治理的多个经验性案例基础上,既概括其可供借鉴的大数据治理之道,也总结其问题所在,进而以前瞻性视角探索地方政府推进大数据治理工具的整体建构与深化运用的创新路径。

Big data has opened a new era of government governance. Its epoch-making significance is not limited to the macro level of government governance. For local governments, the use of big data to realize the innovation of local governance mode has more exploratory and practical significance. This paper uses the policy tool theory as an analytical tool, analyses the internal consistency between data governance and policy tools innovation of local governments. Based on the citation and comparison of several empirical cases of data governance in China, the paper summarizes both experiences and problems of data governance, and then explores the innovative paths local governments can take to promote the overall construction and deepen application of data governance tools from a forward-looking perspective.
