论体育社会组织治理的内在逻辑——基于“合法性·权威·支配形式”的分析框架

Internal Logic of Sports Social Organizations Governance——Based on an Analytical Framework of “Legitimacy-Authority-Form of Domination”

体育社会组织治理是体育治理实践中的重要现实问题,理清其内在逻辑是推进治理有序开展的基本前提。在"合法性·权威·支配形式"的分析框架中,体育社会组织治理具有"自上而下、自下而上、上下互动"3种合法性基础,"传统权威、卡里斯玛权威、法理权威"3种权威类型和"家长(家产)制、卡里斯玛制、官僚制"3种支配形式。我国体育社会组织治理以路径"上下变换"、范式"情理切换"、结构"统分转换"等基本特性为逻辑依归,并以"自上而下"的治理基础为逻辑起点,以"传统权威、卡里斯玛权威"的治理类型为逻辑中枢,以"家长(家产)制、卡里斯玛制"的治理形式为逻辑主线。基于此,提出突破传统治理方式的局限,促进体育社会组织治理逻辑形成从"自上而下"到"双向互动"的合法性基础、从"传统主义"到"程序正义"的权威类型、从"逆向顺从"到"交融熨合"的支配形式,依法构建政府、社会、体育社会组织共治的治理新格局。

Sports social organizations governance is an important topic in the practice of sport governance,the precondition of which is to understand the internal logic of sports social organizations. In the Framework of ＂legitimacy-authority-form of domination＂,there are three kinds of legitimacy,which are＂from top to bottom,from bottom to top,interaction between top and bottom＂,and three kinds of authority,which are＂traditional authority,Charisama,legal authority＂,and three kinds of forms of domination,which are ＂patrimonialism,Charisama,bureaucracy＂. The sports social organizations governance in China has the characteristics of ＂ conversion of top and bottom＂, ＂ relationship and law＂, ＂ unification and division＂. Its basic logic shows that the governance basis of ＂from top to bottom＂is the logical starting point,while the governance type of＂traditional authority and Charisama＂is the logical backbone,and the governance form of＂patrimonialism and Charisama＂is the logical principal line. The strategy to promote the governance of sports social organizations is to change the logic of governance from＂top to bottom＂to＂interaction between top and bottom＂,from＂traditionalism＂to＂procedural justice＂,from＂backward obedience＂to＂communication and blending＂,thus to build the new pattern of synergistic governance by government,society and sports social organizations according to law.
