基于AGIL模型的新疆干旱区林业精准扶贫路径研究 被引量:4

摘要 以新疆南疆三地州为例,提出新疆林业精准扶贫的基本路径,并应用AGIL功能分析模型进行多层次系统功能分析。结果表明:第一,林业精准扶贫包括林业生态扶贫、林业产业扶贫、林业科技扶贫、生态文化扶贫等路径,是新疆干旱区消解生态贫困危局的重要举措;第二,林业精准扶贫是典型的社会行动系统,A适应、G目标、I整合、L维模的多维协调是林业精准扶贫行动有序实施的根本保证;第三,根据AGIL功能模型的无限可分属性,新疆林业精准扶贫行动应进行一般系统、亚系统、三级系统等多层次分析,以提升林业精准扶贫路径的实践性与扶贫工作的有效性。 Taking the 3 prefectures in southern Xinjiang as examples, the paper established the basic path of forestry targeted poverty alleviation, and analyzed its multi-level system function using the AGIL schema. The result showed that: Firstly, forestry targeted poverty alleviation is the important measure to crack the ecological crisis of arid region in Xinjiang, including forestry ecological poverty alleviation, forestry industry poverty alleviation, forestry technology poverty alleviation and ecological cultural poverty alleviation. Secondly, forestry targeted poverty alleviation is the typical social action system, the coordination among Adaption, Goal attainment, Integration and Latency pattern maintenance, which is the fundamental guarantee to promote the orderly implementation of forestry targeted poverty alleviation. Thirdly, because of the infinitely divisible property, it's necessary to analyze the general system, subsystem, three level system of poverty alleviation action, in order to improve the practicality and effectiveness of the forestry poverty alleviation.
