摘要 距离测度是决策领域内一种有效的评价方法,但在使用距离测度过程中通常采用相等的指标权重来计算备选方案与理想方案之间的距离,无法体现各评价指标对于评价结果的重要性程度。因此,文章提出一种新的基于群体层次分析法(AHP)和公共权重数据包络分析(DEA)相结合的获取综合权重的距离测度方法。该方法能够更好地兼顾权重获取过程中的主客观因素,从而能够增加决策过程的公平性和决策结果的可接受性。最后通过国家创新实验区创新能力的评价实例来说明该方法的有效性。 Distance measure is an effective method in decision-making, but it usually adopts the same weight to calculate the distance between ahernatives and ideal scheme, unable to reflect the importance degree of each evaluation index to the evaluation result. In view to this, the present paper proposes a new distance measure method to obtain comprehensive weight based on the combination of group analytic hierarchy process (GAHP) and public weight data envelopment analysis (DEA). This method can better take into account the subjective and objective factors in the process of weight acquisition, thus increases the fairness in de- cision-making process and the acceptability of the results. Finally, the effectiveness of the method is illustrated by the evaluation of national innovation experimental area's innovation ability.
