震后初期应急物资分配-运输的协同决策:公平与效率兼顾 被引量:29

Collaborative decision-making of relief allocation-transportation in early post-earthquake: Considering both fairness and efficiency

摘要 针对震后初期灾区应急物资严重短缺的现实情况,考虑到受灾群众的非理性攀比心理,基于公平与效率兼顾的视角,构建应急物资分配-运输的双层协同优化模型.顶层模型以所有需求点的损失攀比效应总和最小为目标,保障应急物资分配的公平性;底层模型以应急物资运达需求点的时间攀比效应总和最小、总运输时间最短为目标,保障应急物资配送的公平性与效率性.并根据模型特点设计一种混合遗传算法求解.最后,通过案例验证所提出方法的合理性和有效性. Aiming at the serious shortage of relief in the early stage after the earthquake, a bi-level collaborative optimization model of relief allocation-transportation is formulated based on fairness and efficiency by considering the non-rational psychological comparison of the victims. The top level model guarantees the fairness of relief allocation by minimizing the sum of loss comparison effect of all the demand points. To guarantees the fairness and efficiency of relief transportation, the bottom level model minimizes the sum of time comparison effect of relief reaching demand points, and minimizes the total time of relief transportation. The proposed model is solved by a hybrid genetic algorithm. Finally,the numerical experiments illustrate the rationality and effectiveness of the proposed approaches.
