海洋油气资源开发作为国家能源战略和海洋战略的重点,近年来,随着海洋油气资源日常开发力度的日益加大,在促进经济发展的同时对海洋生态环境的污染损害也更加严重。由于生态补偿价值评估的复杂性,海洋油气资源日常开发的生态环境代价无法得到有效补偿。因此,应针对海洋油气资源日常开发的具体生态损害类型及特点,对海洋油气资源日常开发的生态补偿价值进行评估,构建海洋油气资源日常开发的生态补偿价值评估模型。并以渤中19-4油田的生态补偿价值评估为案例,以期为海洋生态补偿价值的评估提供模型和案例参考。切实推进海洋油气资源日常开发的生态补偿工作,实现海洋资源的合理开发和生态环境的有效保护。

The exploitation of offshore oil and gas resources is a key to the national energy strategy and marine strategy. In these years, as the daily exploitation of offshore oil and gas resources has increased, the pollution damage to the marine ecosystem has become more serious while promoting economic development. Due to the complexity of ecological compensation evaluation, the ecological environment cost of daily exploitation of offshore oil and gas resources cannot be effectively compensated. Therefore, the ecological compensation value of the daily exploitation of offshore oil and gas resources should be evaluated based on the specific ecological damage types and characteristics of the daily development of offshore oil and gas resources, and a compensation evaluation model for the daily exploitation of offshore oil and gas resources should be constructed. Taking the compensation valuation of the Bozhong 19-4 oilfield as an example, it is expected to provide models and case references for the assessment of marine ecological compensation value. It is necessary to effectively promote the ecological compensation work for the daily exploitation of offshore oil and gas resources, and realize the rational exploitation of marine resources and the effective protection of the ecological environment.
