供给侧结构性改革背景下的生态文明建设“湖州模式”研究

Research on Ecological Civilization Construction “Huzhou Model” in Supply-Side Structural Reform

供给侧结构性改革背景下,生态文明建设是实现经济生态化、生态经济化的有效载体。生态文明建设以生态经济为发展模式、以绿色生活为理念、以低碳社会为建设蓝图,实现低能耗、低污染、低排放和高效能、高效率、高效益的绿色发展。文章以供给侧结构性改革为抓手,通过优质生态产品的有效供给实现补短板;通过抑制旧产业、旧业态的供给需求实现去产能;通过重视生态环境这一生产力要素实现矫正要素配置扭曲;通过划定生态红线实现制度供给保障,并基于湖州实际提出“基底生态化、结构生态化、形态生态化、技术生态化、行为生态化”五位一体的生态文明建设“湖州模式”,将成为湖州“十三五”时期推进生态文明建设的重要着力点和发力点。

In the context of supply-side structural reform, ecological civilization construction is an effective carrier for ecology-based economy and economy-based ecology. Ecological civilization construction takes ecological economy as the development mode, green life as the concept and low-carbon society as the blueprint for green development featuring low energy consumption, low pollution, low emission as well as high efficiency, high effectiveness and high benefit. This paper starts from supply-side structural reform to supplement the loopholes by effective supply of high quality ecologic products, to cut overcapacity by suppressing supply demands of outdated industries and commercial forms, to correct essential factor distortion by attaching importance to the productivity of ecological environment, and to guarantee institutional supply by delimiting red lines for ecology. This paper also proposes the ecological civilization construction ＂Huzhou Model＂ integrated with five features of ＂Ecological Foundation, Ecological Structure, Ecological Form, Ecological Technology, and Ecological Behavior＂ based on the actual conditions of Huzhou, which is the important starting point and entry point to boost ecological civilization construction in Huzhou.
