中国区域工业环境效率及其影响因素:基于Super-SBM的实证分析

Environmental Efficiency and Factors Analysis of Industry Sector in China: An Empirical Analysis Based on Super-SBM

文章运用Super-SBM模型,测度了中国30个省份2004—2015年工业的区域环境效率并分析其差异原因,并且通过测算工业细分39个行业的环境效率,构建出行业结构效率指标,并结合规模水平、产权结构、能源结构、要素禀赋结构、区域技术水平、外商直接投资、环境规制等因素,探索其对区域环境效率的影响程度。研究发现,沿海经济发达区域的环境效率普遍高于其他区域,工业细分行业的环境效率普遍较低,烟草制品业与计算机、通信和其他电子设备制造业效率最高。行业结构效率对区域环境效率有积极作用,且影响程度最大。规模水平、产权结构、外商直接投资对区域环境效率有显著的正向影响,要素禀赋结构和环境规制对区域环境效率有抑制作用。

This study applies Super-SBM model to evaluate and analyze the industrial environmental efficiency in 30 provinces and cities of China during 2004-2015. In addition, based on the industrial environmental efficiency in 39 industry segments of China is to build industry structure efficiency, and to explore the factors of the regional industrial environmental efficiency. The main findings are： The coast-developed areas have higher environmental efficiency than other areas. The industrial environmental efficiency in 39 industry segments is generally lower. The environmental efficiency of tobacco products and computers, communications and other electronic equipment manufacturing are the highest. The higher the industry structure efficiency is, the higher the regional environmental efficiency is. The scale, property right structure and foreign direct investment have a significant positive influence on regional environmental efficiency, and the endowment structure and environmental regulation have a passive influence on regional environmental efficiency.
