摘要
财政分权对绿色增长的有力支持是实现新时代下经济结构调整的重要保障。文章选择2000—2015年29个省(自治区、市)的面板数据,采用系统矩估计和门槛效应模型探讨财政分权对绿色全要素生产率及其技术进步和技术效率的影响。研究表明:(1)全国及东部地区的财政分权对绿色全要素生产率及其技术进步存在显著的抑制作用,而对技术效率存在显著的促进作用;中部地区的财政分权对绿色全要素生产率及其技术进步存在显著的促进作用,而对技术效率存在显著的抑制作用;西部地区的财政分权对该绿色全要素生产率及其技术进步和技术效率存在显著的抑制作用。(2)财政分权对绿色全要素生产率及其技术进步和技术效率存在显著的门槛效应。最后,依据实证结论提出政策启示。
The strong support of fiscal decentralization to green growth is an important guarantee for the adjustment of the economic structure under the new normal state. This article makes use of the SYS-GMM and threshold effect model to study the relationship between fiscal decentralization and green total factor productivity based on 29 provinces' (municipalities and autonomous regions) panel data from 2000 to 2015 in our country. And the conclusion is that: (1) The fiscal decentralization of the whole country and eastern region has a significant inhibitory effect on the productivity of green total factor and its technological progress, while it has a significant effect on the technical efficiency; fiscal decentralization in the central region has a significant role in promoting green total factor productivity and its technological progress, but has a significant inhibitory effect on technical efficiency; the fiscal decentralization in the western region has a significant inhibitory effect on the green total factor productivity and its technological progress and technical efficiency. (2) Fiscal decentralization has a significant threshold effect on green total factor productivity, technology progress and technical efficiency. Finally, according to the empirical conclusion, this article proposes some policy implications.
