“双一流”建设背景下我国高等教育质量保障的反思与重构

The Reflection of China Higher Education Quality Assurance under the Context of“Double World-class”and Its Reconstruction

在"双一流"建设背景下,高等教育质量保障呈现出权力从政府行政控制为主走向多元共治、制度从实践探索走向完善创新、文化从遵从走向自觉自信的新特点。然而,实践中高等教育质量保障面临着权力失衡、制度局限、文化遵从的现实困境,这不仅从根本上制约了高等教育质量保障活动的实施效果,还在一定程度上阻碍了"双一流"建设的进程。为此,应从治理呈现、制度创新、文化自觉三个维度重构高等教育质量保障的路径。

Under the context of＂Double World-class＂,China higher education quality assurance showed the following features：power changing from government administrative control to multiple governance,institution changing from practical exploration to perfect innovation,culture changing from compliance to consciousness and confidence.However,higher education quality assurance encountered the imbalance of power,the limitation of institution and the compliance of culture,which constrained its effectiveness as well as the process of the＂Double World-class＂construction to a certain extent.Therefore,it should reconstruct the higher education quality assurance in such three dimensions as governance presentation,institutional innovation and cultural consciousness.
