摘要
美国田纳西州建立教材审定制度缘于基于标准课程改革的推动和传统教材审定制度变革的挑战。田纳西州教材审定制度框架性内容包括:明确各级教材管理机构的基本职能;制定三级教材审定标准;完善教材审定机制等。田纳西州教材审定制度在厘清三级教材审定机构主体责任、基于标准制定教材审定标准、赋予公众教材审定监督和评议权、完善教材审定反馈机制等方面加以创新,促进了教材审定的公平与公正,为优质教材的供给提供了制度保障。
The establishment of Tennessee standard-based textbook review system is emerged from the boost for standard-based curriculum reform and the challenge of the traditional textbook examination system reform. The main content of Tennessee textbook review system includes clarifying the basic functions of textbook management institutions at all levels, formulating three-level textbook validation standards and improving textbook validation mechanisms. The textbook review system of Tennessee clarifies the main responsibility for the three-level textbook review institutions, which sets up the criterion based on the standard of textbook review system, entitle supervision and evaluation of public textbook review system, improve the feedback mechanism of textbook review system. These innovations promote the fairness and justice of textbook review system, and provide system guarantee for the supply of high-quality textbooks.
