交互嵌入:一种大学智库参与决策咨询的理想制度模式

Interactive Embeddedness: An Ideal Institutional Model for University Think Tank to Participate in Decision-making Consultation

大学智库参与决策咨询是一国民主政治制度的重要组成部分。从世界范围来看,比较成功的制度模式主要有"相对独立式""人际互动式""间接影响式"。我国大学智库参与决策咨询以"有限介入"为主要特点,与决策部门的互动与协同不够,决策影响力较低。针对这一问题,以嵌入理论为视角,探索一种既能保持大学智库适度独立,又能使之深度参与决策咨询的中国特色制度安排。同时,遵循激励相容原则,优化改革路径,确保制度的顺利实施。

University think tank participating in decision-makingconsultation is an important part of democratic political system in a state. From the perspective of the world, the successful modesmainly include＂Relative Independence＂, ＂Interpersonal Interaction＂ and ＂Indirect Influence＂. The participation of China＇s university think tankin decision-making consultation is characterized by ＂limited intervention＂, which means insufficient interaction and collaboration with decision-making government agency, and also means low impact of decisions. Concerning this issue, this paper, taking embeddedness theory as the angle of view, explores a system arrangement with Chinese characteristics that can not only maintain moderate independence but also deeply participate in decision-making consultation. At the same time, we should optimize path of reform and ensure smooth implementation of the system, following the principle of incentive compatibility and harmony.
