乡村振兴战略下双创农民培育提升策略研究——基于江苏省X市农民双创情况统计和442位双创农民的问卷调查

Promotion strategy for innovation-based and entrepreneurship-oriented farmers in the perspective of the strategy of rural rejuvenation in China: A statistical study and questionnaire survey of 442 farmers in X City of Jiangsu province

实现乡村振兴是广大农民对美好生活的向往,鼓励和引导农民双创是激活农村资源要素、推动乡村振兴战略的重要举措。通过对江苏省X市7个涉农县区、92个乡镇、523个村农民双创情况普查以及对农民双创载体(包括农民创新创业园、乡镇工业集中区等)和农民双创公共服务机构的数据统计的分析表明,普遍存在着双创农民自身竞争能力薄弱、双创融资难、培训效果有限、公共服务体系不完善等问题,成为阻碍农民双创的关键因素。为了实现乡村振兴战略目标,需要着力抓好以农业、农村农民为核心的金融创新、完善公共服务体系、提高培训质量等工作。

Realizing the rural rejuvenation is the desire of the Chinese farmers for a better life. Encouraging and guiding farmers to innovate and start their own businesses is an important measure to realize the agricultural resource activation and implement the strategy of rural rejuvenation. The paper analyzes the census data of some innovation-based and entrepreneurship-oriented farmers from 523 villages,92 townships,7 agriculture-based counties in X City of Jiangsu province,including the innovation-based and entrepreneurship-oriented parks,township-based industrial zones as well as the relevant public service agencies,and the data analysis reveals the following problems such as poor competitiveness,poor financing sources,poor training effects,and poor public services,which have become the bottlenecks hindering the farmers＇ innovation and entrepreneurship. The realization of the strategic goal of rural revitalization relies on financial innovation with agriculture and rural farmers as the core,better public services and professional training.
